Kleinschalig, zorgvuldig en menselijk au-pairprogramma

QEA – Quality Exchange Agency begeleidt au pairs en gastgezinnen met veel aandacht voor veiligheid, duidelijke afspraken en échte culturele uitwisseling. We werken strikt binnen de grenzen van de wet- en regelgeving van de IND.

Aanvraag erkenning als referent bij IND in behandeling — ons programma is ontwikkeld conform de huidige IND-eisen.

Let op: totdat de erkenning als referent officieel is verleend, worden er geen verblijfsvergunningen aangevraagd. Er kunnen geen rechten worden ontleend aan de informatie op deze website.

1. Over QEA

Quality Exchange Agency (QEA) is een kleinschalige organisatie die zich richt op culturele uitwisseling via het au-pairprogramma. We geloven dat een goed au-pairtraject begint bij zorgvuldige selectie, heldere verwachtingen en structurele begeleiding van zowel au pair als gastgezin.

QEA opereert op kleine schaal, zodat er altijd ruimte is voor persoonlijke aandacht, bereikbaarheid en zorgvuldige afweging bij iedere plaatsing.

2. Juridisch & IND-kader

QEA ontwikkelt haar werkwijze in lijn met de Vreemdelingenwet 2000, het Vreemdelingenbesluit en de geldende IND-beleidsregels voor au-pairprogramma’s. Daarbij staan drie kernverplichtingen centraal:

Zorgplicht – zorgvuldige werving, selectie en begeleiding.
Administratieplicht – volledige, controleerbare dossiers voor au pair en gastgezin.
Informatieplicht – tijdige melding van wijzigingen, incidenten of misstanden bij de IND.

Ons interne beleid en onze standaarddocumenten zijn ingericht om deze verplichtingen aantoonbaar na te leven.

3. Hoe QEA werkt voor gastgezinnen

Gastgezinnen worden zorgvuldig gescreend op motivatie, woon- en leefsituatie, financiële draagkracht en geschiktheid om een au pair op verantwoorde wijze te ontvangen.

In de praktijk betekent dit onder andere:

intake en achtergrondcheck van het gezin;
controle op voldoende inkomen en passende woonruimte;
verplichte aparte kamer voor de au pair met deur en raam;
heldere afspraken over werktijden (max. 30 uur per week, max. 8 uur per dag) en vrije tijd;
een realistische dagindeling die door beide partijen wordt besproken.

We werken met standaardprocedures die zijn afgestemd op de IND-richtlijnen; deze worden pas gebruikt zodra erkenning als referent is verleend.

4. Hoe QEA werkt voor au pairs

Voor au pairs ligt de nadruk op culturele uitwisseling, persoonlijke groei en een veilige woon- en werkomgeving.

QEA zorgt onder meer voor:

duidelijke uitleg over rechten, plichten en grenzen van het programma;
voorlichting over werktijden, vrije dagen en vakanties;
een vaste contactpersoon bij QEA voor vragen en problemen;
periodieke check-ins om welzijn en naleving te volgen;
ondersteuning bij signalen van misbruik of overbelasting, in samenwerking met officiële instanties indien nodig.

5. Standaard contracten & formulieren

QEA werkt met standaardcontracten, formulieren en werkprocessen die zijn ingericht volgens de richtlijnen van de IND en de relevante wet- en regelgeving.

Deze standaarddocumenten omvatten onder meer: au-paircontract, gastgezinsverklaring, dagindeling/weekly schedule, intakeformulieren en exit-rapportage. Ze worden alleen gedeeld met betrokken au pairs en gastgezinnen binnen een concreet traject.

Op de website worden geen individuele documenten gepubliceerd; alle stukken worden uitsluitend veilig en gericht gedeeld met de direct betrokken partijen.

6. Status erkenning & contact

QEA is bezig met de procedure om erkend referent bij de IND te worden voor het verblijfsdoel ‘uitwisseling (au pair)’. Ons interne beleid, onze standaarddocumenten en werkwijze zijn daarom al afgestemd op de wettelijke kaders.

Totdat de erkenning formeel is toegekend, kunnen wij geen verblijfsvergunningen aanvragen en worden er geen au-pairdossiers bij de IND ingediend.

QEA – Quality Exchange Agency supports au pairs and host families with a strong focus on safety, clear expectations and genuine cultural exchange. We operate strictly within the legal framework and policy rules set by the Dutch Immigration Service (IND).

Application for recognition as sponsor (referent) with the IND is pending — our programme is designed in line with current IND requirements.

Please note: until official recognition as sponsor has been granted, QEA will not submit any residence permit applications. No rights can be derived from the information on this website.

2. Legal & IND framework

QEA aligns its working methods with the Dutch Aliens Act, the Aliens Decree and the applicable IND policy for au pair programmes. Three core obligations are central:

Duty of care – careful recruitment, selection and supervision.
Administrative duty – complete, verifiable files for each au pair and host family.
Duty to provide information – timely reporting of changes, incidents or irregularities to the IND.

Our internal policies and standard documents are designed to make compliance with these obligations demonstrable.

3. How QEA works for host families

Host families are screened on motivation, living situation, financial capacity and their ability to provide a safe and respectful home environment for an au pair.

In practice, this includes:

intake interview and background check of the family;
verification of sufficient income and suitable accommodation;
a private bedroom for the au pair, with door and window;
clear agreements on working hours (max. 30 hours per week, max. 8 per day) and rest time;
a realistic weekly schedule discussed and agreed by both parties.

Our standard procedures are tailored to IND guidelines and are only used once recognition as sponsor has formally been granted.

4. How QEA works for au pairs

For au pairs, the emphasis is on cultural exchange, personal development and a safe living and working environment.

QEA provides, among other things:

clear explanation of rights, duties and programme limits;
information about working hours, days off and holidays;
a dedicated contact person at QEA for questions and concerns;
regular check-ins to monitor well-being and compliance;
support in case of signals of abuse or overburdening, in cooperation with official bodies where needed.

5. Standard contracts & procedures

QEA uses standard contracts, forms and procedures which are aligned with IND guidelines and the applicable legislation.

These standardised tools include: au pair agreement, host family declaration, weekly schedule, intake forms and exit reporting. They are only shared with directly involved au pairs and host families in the context of an actual placement.

We do not publish individual templates on this website; all documents are shared securely and on a need-to-know basis.

6. Recognition status & contact

QEA is currently in the process of obtaining recognition as sponsor (referent) with the IND for the purpose of “exchange (au pair)”. Our policies, documentation and procedures are therefore already aligned with the relevant legal framework.

Until formal recognition is granted, we will not file residence permit applications and no au pair cases will be submitted to the IND.
